Empowerment agency assails critics

Responding to inquiries from the U.S. Department of Housing & Urban Development this week, Empowerment Corp. lawyer Bill Seitz blamed the press, city officials and the "No to Citylink" activist group in the West End for advancing what he called "the biggest bogus story I ever heard."


One thing that is in question is whether Dale Mallory used "political influence" to get his consulting contract. As President of the WECC, Dale Mallory appointed George Beatty, Len Garrett, and City Hall hit man / functional illiterate Howard Beatty to the Board of the Cincinnati Empowerment Corporation. Orlinda Beatty, wife of "Junebug" George Beatty is also on the staff of the C.E.C. Dale got hired by the CEC, and he then reported directly to Len Garrett, a man Dale himself appointed. This pack of cronies has already done this once before, during the Genesis Redevelopment scandal that rocked the West End in the last decade.

HUD is also investigating a real estate deal between Harold Cleveland and Theo Holmes. Holmes was the landlord for Junebug Beatty's restaurant. He received a low interest loan from the Empowerment Zone that is now reported to be delinquent. Cleveland reportedly bought the building from Holmes through a pass-through anonymous trust. In the deal, Cleveland became a landlord to one of his bosses.

To blame this investigation on politics or neighborhood activists is a bit misleading to say the least. On June 13th, CEC Board Member Lamont Taylor resigned from the board in protest. He had demanded Len Garrett’s resignation and an investigation into the contract given to Dale Mallory.

Taylor said these deals are symptomatic of an agency in disarray.

"It's to the point where the board has to do the work of the CEO," said Taylor. "There's no direction. There's a pot full of money sitting over there. But the administration has let the West End control that organization for all these years."


When you have a member of the board demanding investigations, it is hard to look elsewhere for blame.

And interesting point in today’s article is the CEC has changed it official position on if it supported CityLink.

“Seitz conceded for the first time that the Empowerment Corp. actively supported Citylink, a proposed faith-based social services center in the West End.
"Let's not quibble about that," Seitz said. "If you're paying Dale Mallory to work on the project, you can't argue that you weren't advocating for it," Seitz said. "What was he going to do, kill it? I mean, let's be honest."

The agency no longer supports the project, Seitz told HUD.”


When or why the CEC stopped supporting CityLink is still a mystery. The fact that they supported it in the first place is still an open question. 800 Bank Street is not in the Empowerment Zone, and the West End Community voted against the proposal. Months after that fact the CEC was still paying Dale Mallory and Kathleen Norris to work with CityLink officials on a plan to overcome community opposition.

The Race Card

Theo Holmes chimed in today’s article with a glimpse of the new political strategy of the CEC, which is playing the race card.

"Junebug's . . . is the only positive black owned business on Linn Street," Holmes said. "I truly feel there's a witch hunt here. Unfortunately, it's a witch hunt for African-Americans trying to do something positive in the community."


As for Junebugs being the only “positive” (?) black owned business on Linn, that is false. It isn’t even the only restaurant on Linn. I believe that Popeyes is owned by “the Cobra” Dave Parker, though I can’t confirm that. I believe Richies is also black owned. And maybe Theo should give a call to Nate Tubbs or Tony Moore, who also own businesses on Linn. And the positive thing about those businesses is that none of their employees have a history of embezzlement, fraud, jury rigging, or gunning down black activists in front of City Hall. That is quite a list of positives for Junebug’s crew.

The race card was also played by Harold Cleveland when he appeared on the Buzz today on the Lincoln Ware show. Lincoln is tight with JuneBug and the Lawdog. Harold Cleveland again denied that the CEC supported CityLink, even while his lawyer was admitting it to the Enquirer. He stated that Dale Mallory received preference in hiring because he lived in the Empowerment Zone, and then later conceded to a caller that Dale didn’t technically live in the Empowerment Zone, but close to it.

The current storyline is that evil white people are attacking the CEC because they are racist and want to keep poor black people down. If I wanted to keep black people down I would hire Harold Cleveland, Dale Mallory, Len Garrett and the Beatty boys to mismanage and embezzle millions of dollars of funds earmarked for redeveloping impoverished neighborhoods.

If I wanted to keep the West End down I would support the Empowerment Zone’s efforts to put the regions largest homeless mall right across the street from three schools and a playground despite the pleas of educators, parents, businesses and residents.

Mr. Stretcher, lots of folks are fed up with this race card baloney. And I'm glad the notorious Black Klan of thieves, crooks & felons brought it up.

What else could they do? Their a$$es are backed against the wall & the heat's turned up. And it's going to get even more toasty.

That's the thing with these Black Klan sorts. They get caught or called out, that's the first thing they drag out & put into play - that old race card.

The days are over when other people of many colors cowtowed when that old card was rolled out & they were shamed into submission & fear. Those days are done.

This isn't racist by any means. Last time I looked, there's black folks, Asian folks, Hispanics, Native Americans, etc., that are working hard on W2 employment. That means their tax dollars were shelled over so Jail4Dale & the rest of that black tribe had free flowing, EZ, cushy buckolas.

Along with Popeye's & Richies, isn't Ollie's Trolley not too far from that neck of the woods? Last time I heard, he was doing well for himself. If Cleveland & Theo were soooo concerned about the bros, why wasn't Popeye's, Richies, Ollie's & other businesses in the West End cut in on the deals?

Cleveland is just like Dale & those bags of wind they have for attorneys - Lawson & Seitz. Oh cheesy, Lawson & Seitz. That's a pair that would beat a full house. Frik & Frak.

Mr. Strecher, thanks for the post. I'm the one that posted the Cincinnati politics link on the last comment of the last post. I was not aware of the other black businesses on Linn, but I think Dave Parker owns the Popeyes in Bond Hill/Roselawn. Not sure about the Richies on Linn. This whole thing just gets curiouser and curiouser.

I agree that Cleveland tried to play the race card, which actually has no place here. However, comments by Carstairs like "Black Klan" is what opened the door for that foolishness in the first place. I don't know if s/he's the only one that makes them, but it's not the first time I've seen it. Comments like that can draw attention away from the REAL issues (as shown by Cleveland's attempt yesterday). The race of these individuals is of no consequence and the credibility of this blog can be questioned/assailed when such comments are made.

You make an excellent point. Cleveland was attacking this blog directly yesterday. He even said that the "real investigation" should be into who is behind this blog. He focused his attack on one anonymous reply to a post. They are trying to discredit this entire blog by calling us racists. We can't afford to give them ammunition.

The bright side is that it shows how desperate that they are. You only play the race card when you got nothin left to play.

Let's look at this a different way.
Reframe matters. Do it like a Mallory would do it.

Cincinnati Empowerment Corporation assaults citizens and steals tax money.

CEC attacks citizens who ask questions and stand up for their community(ies).

CEC attorney Seitz cites oldest Mallory son as lying about his relationship to CityLink.

CEC attorney Seitz fails to make connection of Dale Mallory, Tim Burke, Hamilton county Democrats and CityLink known to citizens.Conflicted legislator says he lost sight of truth for the good of both political parties.

CEC veils truth to citizens and HUD on CityLink: Employs Seitz to cite and frame the unveiling (this is a born again characteristic) of Truth to redeem D.Mallory,Burke and Weiland.

CEC, Seitz, Mallory-Mallory-Mallory-Mallory-Mallory & Burke, advance conspiracy theory against concerned citizen task force: Race-mongering propigation and lead paint used by CEC officals cited ascontributing factors to corporation's negligence and malfeasance.

Fannie Mallory puts maternal foot to floor over driving political morons: task force asks Burke to oust Dale4Sale and appoint MAMA as new candidate during recent party purge.

Deep Throat, I agree that racist-themed comments are not appropriate or necessary, the Truth Squad seems to have plenty of real evidence. Also, I think you would be surprised how many black people are reading and commenting on this blog.

It doesn't surprise me one bit. I would expect that a significant amount of both the readers and the comments are from the black community. They have brought this blog up on the Buzz several times. Nate Livingston used to rant and rave about it before he went underground. We even have a link from the WhoistheHNIC board.

Anyone find it strange the way it looks like he is taking this case on behalf of the Mallorys? His job is to be the lawyer for the Empowerment Zone.

Missed you in court and WECC meeting.
Glad you will work on that PC piece. Most of your comments are insitefull and appreciated.
The EZ group will continue to point fingers and never look at root cause.
Of course the root cause is the West End thugs that corrupted Cleveland to the dark side with extra loot.
Now Cleveland and the crooks are using EZ loot to have TSH cover their ass @ $400/hr.
Need to get to that decision process.

The post Cleveland read on the radio was not yours . I deleted it myself after it was brought to my attention. We have hundreds of comments on this board, maybe even over a thousand. It was an anonymous comment. We recently began a policy of moderating comments for that reason. We have too much traffic to keep up with. The attention is both a blessing and a curse. We want people to know about our cause, but idiots lurk to muck things up.

I would recommend that people register on blogger and get a moniker. That way people can't pretend to be you, and it also gives you more credibility, because people start to identify with who you are and what you are trying to say.

Put another way, this blog has been going on since February, and everyone is still posting as anonymous, with few exceptions. Get with it.

One of the reasons for that is that few of us are experienced in the “blogosphere”. I had no idea about blogs until this happened. People are still becoming acclimated. Blogs can be a great way for passionate people to share information and brainstorm.

Some of the shared knowledge and the insight revealed to me on this blog are astounding. Just the historical aspects of people who have lived where the rubber meets the road are enough to punch the ticket. I have learned a lot. The collective power of knowledge far surpasses the individual capacity in the information age. The sum of the parts is greater than the whole. Many of us have pieces of the puzzle, but when we get together we can shake the status quo.

I have tried to warn people (repeatedly) to stay on topic. People like to bash the mayor for being gay, but this isn’t a gay bashing site. People like to bash William Mallory Sr. for fooling around on his wife, but that isn’t our mission either. When people bash gays or go after an alleged philanderer, it makes us look like a hate group. Likewise, any comment on race that could be misconstrued could hurt us, just as Harold Cleveland tried to do on the radio (with little success).

Who is looking into this matter? The FBI, HUD, the CPD, and City Council. We have prying eyes. Don’t give any detractor a reason, because the focus is now upon us as well. Harold Cleveland specifically read from this blog. The CEC lawyer attacked the NoToCityLink group. This blog has no official affiliation with NoToCityLink, and we are not spokesmen for NoToCityLink, but you can bet your sweet ass that we support NoToCityLink.

So it all ties together, and we all need to remember this. We wanted people to look into our concerns. Now that everybody is looking, we need to conduct ourselves in a respectful manner.
