Mallory Center Not in Zone
William Mallory Sr. Vehemently denies receiving EZ funds from the CEC.
According to the City of Cincinnati's descriptive map outlining Cincinnati's Empowerment Zone boundaries, the Mallory Center, located at 3262 Beekman Street isn't located within the Zone. It's located at the corner of Moosewood and Beekman Streets in Millvalle. Needless to say, Millvalle isn't one of the nine communities within Cincinnati's Zone. Is it any wonder Mallory Sr. denies the funding.
The Mallory Center was awarded a 2-year contract worth nearly $500,000.00. A contract, signed and dated September 15, 2004 states "recipient agrees to repay CEC for any payment or portion thereof which CEC or HUD determines were not properly due or were declared ineligible expenditures." (Number 2c).
The Mallory Center sits very near the Moosewood Public Housing Complex and no where near an EZ population. Number one, the Mallory Center isn't in the zone and number two, it's serving a population of non-zone participants. The Center should never have received the funds. This people, is down right fraud.
I am very concerned about both audits that are gearing up. HUD can review the finances and awards granted, but if they don't know the associations/relationships between the CEC board, employees and grant recipients, they could quite possibly issue a clean bill of health. HUD needs to be fed information.

The main library's second floor is where is found much of the information on 501(c)3s. Over near religion department. There's a cache of several machines where people go to research funding and grants for non and not-for- profits. If the MCCD is truly such a 501, it has to report its funding yearly to the IRS and those reports can be canvassed via the programs the library provides.
The programs are utilized by groups who want funding, but also have funding to provide where they can access to see what a non-profit has received in the past.
This should provides officers and board of directors.
The MCCD has never had a continually functional website, but has linked with other area programs such as UMADAOP for drug and alcohol prevention. U is also a program attributed to Bill SR.

This outfit was zeroed out twice & reinstated twice. Just like EZ. These people have cooked their books to the level of a Federal Felony that they let their reporting deadlines slip away.
In 1994, when this band of thieves registered with the state, some dude named Albert Brown was Chairman of the Board & Marilyn Evans of South Cumminsville was Board Secretary.
I'm wondering just how cheerfully the inquiring public would be accommodated when asked to review their public documents.
Further, from the Secretary of State documents I've just glanced at, this appears to be yet another one of those organizations who is only serving a certain select group of people in this city. However, they are sucking at the monetary fountain of everyone, of every race, every religion, every belief. I'm sure to some I'm coming off as a bigot, but this baloney just burns me up. My tax dollars help support this give away operation, but I'm willing to bet a paycheck if I showed up at the door needing help I'd be turned away. Yeah, I'm angry.
Does anyone know who the HUD auditor is? Any clues? All of this zip-a-dee-doo-dah is going to have to be linked & strung together for this person. This is imperative.
You know, it's a darned shame we don't have representation in DC who has backbone to help us with this never-ending path of self-dealing, collusion, wholesale theft, pimping, whoring & other criminal activities.

Did a drive by of the Mallory Center on Beekman. It's hard to believe anything is happening in that building. Anyone every actually been inside? Does a business operate out of there?

They will "buzz you in" if you have business there.
They have a few programs for kids.
Sort of day care activity.
It's a Mallory pork barrel that gives control of dollars and jobs and VOTES.
Why does Brown make $240/hr?

This is on a Hamilton County website. According to this blather, MCCD provides much, much more than day care services. Sheesh! I wish I had a plush drug hot spot snitch office in my neighborhood. Wouldn't have to run my feet off to Court on these no loads 2,3 times a week.
