That was supposed to be the agenda for the Cincinnati Empowerment Corporation tonight. The fact is none of that happened.
The meeting started and the Board Members of the CEC realized that people had come in force to call them to task. Several speakers had signed up to ask poignant questions relating to their conduct and financial affairs.
No minutes were read or approved. The entire agenda was ignored. People that signed up to speak were allowed to speak and ask questions. They were then told that no answers were going to be forthcoming tonight, and that the August CEC meeting had been cancelled. Don't worry though, all their concerns would be addressed in September.
They didn't present the minutes. They didn't have a CFO report. They didn't have a CEO report or address the audits of the City of Cincinnati or the investigation by the Federal Department of Housing and Urban Development. They did not address any board appointments. They had no open forum or open discussion.
They did allow people to show up to ask questions, which was very nice of them. Then they told them that they wouldn't answer the questions. That was the meeting in a nutshell.
If ever anyone wanted to act like they have something to hide, just refer to this textbook example by the Cincinnati Empowerment Corporation.
Why is this happening?
By avoiding the agenda tonight they effectively cancelled the July meeting. They also cancelled the August meeting in the process. Why?
My best guess is that they don't want to answer questions or release any information until after the City of Cincinnati Audit. In the last month, courageous members of Cincinnati City Council decided to audit the Empowerment Zone. Mayor Mark Mallory didn't want the audit, and he has been putting considerable pressure on the administration. He is basically directing his people to "shop" for an opinion in the auditor selection process. That means that this investigation is done before it has even started, and it also means that when the CEC has another board meeting in September they won't have to answer questions. They will point to the audit and their clean bill of slate.
Repeated attempts have been made to get copies of board minutes, CFO and CEO reports, reports of consultants (like Dale Mallory and Kathleen Norris), and the process for board appointments and board approval (especially in light of Hit Man Howie and Junebug's prominent role on the board). The CEC has never responded to those requests. Tonight proves that you can't even get a copy of the minutes or the current reports / board appointments even if you attend the CEC BOD meeting.
The whole thing is a joke. When the Empowerment Zone concept was created, it represented a paradigm shift in government funding. The new emphasis was to get grass roots community involvement to let communities get a chance to empower themselves. So much for that. Community involvement gets shut out at the door when questions arise, and meetings get completely shut down.

On another note, I would like to thank the Whistleblower for giving us another "link of the day". The link was to a post entitled “Mayor Mallory involved in Coverup”, and it talks about the Mayor’s role in redirecting a felony police investigation concerning his brother Dale Mallory.
The original investigators were immediately taken off the case and replaced in this investigation. It has been over a month since the complaint has been filed, and people at the bank have verified that they have yet to be contacted. No records have been subpoenaed. The Cincinnati Business Courier reported that the investigation had been redirected. The focus of the investigation is now the West End Community Council’s impeachment of Dale Mallory, not the council checks that Dale Mallory has been cutting four months after being removed from office. Truth be told, the CPD isn’t investigating the impeachment either. They are doing nothing and waiting until it all goes away.
The West End Community Council starts every meeting with a police report. It has been relayed to me that the Council is requesting the CPD to give an update of the investigation into the complaint filed by the WECC against Dale Mallory. Captain Ken Jones is going to be invited to give a progress report on the investigation. Needless to say, it is going to be interesting.
Capt. Jones is a good man, and he has the power to get the ball rolling on this investigation. The CPD is getting called out on the stall, and I can guarantee you that this issue will not go away. They are going to have to deal with it. The detectives have stone walled and the WECC is climbing up the ladder. Maybe I am politically naïve, but I have faith in Ken Jones. It will be interesting to see if he accepts the invitation. I can’t wait to hear what he has to say.

Ken Jones probably hasn't had any involvement in the investigation thus far. Try to imagine the sheer number of investigations under his authority. It is unfair to assume that he has a hand in everyone of them.
I know Ken Jones and I will tell you that he isn't part of your coverup. Getting him involved will "get the ball rolling". You guys did the right thing in inviting him to the dance. He is a fine lawman, and he isn't about to sacrifice his career for the likes of Dale Mallory.
On page 2 of today's (7/11/06) Enquirer, Korte does a 6 column story titled "Activists grill Empowerment Corp." I couldn't find a link. Truth Squad, please post the link when you can.

WEST END - Neighborhood activists confronted the board of the Cincinnati Empowerment Corp. Monday, demanding to know why the agency used federal tax money to promote a controversial church-run social services center in the West End.
They didn't get an answer.
It was the board's first meeting since the revelations of possible conflicts of interest among the agency's contractors, staff and board members, and the residents used the opportunity to ask the board:
Why the Empowerment Corp. paid former West End Community Council President Dale Mallory $40,000 a year, in part to promote the social services center known as Citylink.
How Mallory was allowed to appoint two members of the Beatty family to the Empowerment Corp. board - including Howard Beatty, now on trial for the slaying of activist Kabaka Oba - without a vote of the West End Community Council. Board member George Beatty's wife, Orlinda, works as a community liaison for the agency. "I'd like to understand if that violates your nepotism policy," West End resident David Petersen said.
Why Empowerment Corp. CEO Harold Cleveland has not given a full explanation of how he came to buy a West End building where George Beatty operates a restaurant. Previous owners of the building had received loans from the Empowerment Corp. - and are behind in their payments.
"I'm the new chair. I don't know what you're talking about," board Chairman Robert O'Neal told Clifton Heights resident Bill Landeck. O'Neal took over last month from Len Garrett, who was closely tied to Mallory's activities.
Board member Stephanie A. Smith did answer one question about why the Empowerment Corp. continued to retain Mallory - the brother of Mayor Mark Mallory - even after he declared his candidacy for state representative.
"We took the matter very seriously. We called an emergency board meeting, we asked our attorneys to investigate it, and they came back with recommendations," she said.
The board circumvented its usual law firm, Dinsmore & Shohl, asking attorneys Steven P. Goodin and Gregory Berberich last month to craft policies that would prevent future hiring of political candidates.
Goodin's report also criticized lax oversight of Mallory's $40,000-a-year contract and the practice of allowing individual board members to direct Mallory's work.
Smith had previously threatened to resign from the board over Cleveland's purchase of the Linn Street property. She said the board was privately discussing it.
Tom Walter, who owns rental property in the West End, asked why the board won't tell taxpayers how it's spending their money.
"If people in the community are going to have a feeling of trust with your organization, you have to be open," he told them.
Cleveland promised answers to those questions by September.
The Cincinnati Department of Community Development and Planning and the U.S. Department of Housing and Urban Development are investigating possible conflicts of interest on the board, and the city has frozen the agency's funding pending an audit.

It's a wise idea to get CPD Ken Jones involved, or at least keep him in the loop. Did anyone talk to FOP President Kathy Harrell about this? That woman has a lot of backbone & she's not the type to cower down for any Mallory.

Roscoe, Kabaka reportedly smacked around Nicole Davis when she was begging for his body. One of the reasons why he dumped her was that she was becoming very lax on the protest/campaign trail. All she wanted to do was have fun.
With some of these females, they put up with that sort of thing. Perhaps it was how their Moms & Grannies raised them. Then again, some of them enjoy being pasted on a regular basis. That's probably one reason why that woman never spoke out about Howdy thumping on women because her stud service was thrashing her.
However, take a close look at Nicole Davis. She isn't beautiful or even attractive by any stretch of the imagination. And I'm going to digress at this point - I'm well past my sell by date & wouldn't take the blue ribbon, but I never permitted a man to strike me.
Back to EZ. The EZ has given the Truth Squad time to regroup & get reinforcements on artillery & proof positive. Then they get ambushed in September.
The Truth Squad continues to put the heat on these crooks.

Anon 7:25, after it was reported that Howdy the Hitman did the deal, that was the next topic on everyone's lips. 3M was entirely too smooth that it gave him away. At the first crack of gunfire, you saw him cower down in his throne. Council didn't know the score until the third shot rang out & 3M banged the gavel to adjourn the meeting. He knew EXACTLY what was going on. He knew EXACTLY who the hitman was & who the hitman was hitting. I defy 3M to tell the citizens any different.

Anon 10:53, some folks I know in another community called me the next day about Bond Hill & Roselawn reporting in at the last second & giving 3M the election on a gold platter. One of the community individuals pressed Williams down at the BOE for answers & he refused to dignify this community representative. However, should you help elderly & sick Mom or Grandma get their absentee ballot & go over everything with them so they can make an informed choice, that shady crook Williams will threaten you with a Felony 5 conviction on election fraud. I've been threatened so many times by him & his BOE flunkies that it's a laughing matter. Those votes in Roselawn & Bond Hill were purchased that day. (Think Joe Kennedy buying votes for JFK.)
Unfortunately, I didn't get by Judge Nails' Court today, however, I heard there was another dispute. It was right out in the hallway. I think the Judge told them they have loudmouth's disease or something like that. He threatened to start locking people up. I do know Nicole Davis had the exact same ugly, cheesy clothes on today as she had on yesterday. However, she changed that rag she wraps around her head. That kept her from stinking out loud.
I'm surprised some of you people didn't know that Nicole Davis was thumped & pasted regularly by Kabaka. And she wasn't woman enough to walk away from it or revenge him out. Yeah, and she comes on like a real hard ass. She's all mouth & no action. Like N8, she's finished in this town.

One other thing friends & I'm going to find something else to do. Currently, I'm reading this book by Peter Evans, "Nemesis, The True Story". It's about the Kennedys, Jackie Kennedy & Ari Onassis.
All the crooked, under the table dealings, dirty money, high crimes, espionage, high treason, etc., etc., that when on in that era is mirrored action for action today. The only thing that has changed are the names & the players. Although I dislike the term "surreal", it's exactly that.
While reading each chapter, I can plug in each of the Mallorys, their whores, the Beattys, the punching bag sluts, the psycho swivelers, the deals, the election frauds, EZ money, murder, mayhem, everything.
I've told you before & Vlad & I discussed this last Friday in Court, that the Mallorys took their mantra & rules of order directly from the Kennedys.
And now look at the Kennedys. They have no power. They're all working stiffs & the financial legacy has been spent. They have to sell off memories to stay solvent & significant.

Truth Squad, everyone, sorry I'm late. Had other things that needed attention after making the Court House rounds. Today was the day Kenny Lawson got his pee-pee smacked ridiculously.
First, that pile of dirt, Pretty Person, got 33.5 yrs. in the joint for trying to blow the police officer off the earth. Both officers stood up & gave him the what for. The place was packed with police officers in strong showing of support. Kenny made weak pleadings for mercy. Pretty was seated in a wheelchair this time. One of the police officers under siege clipped his leg - it's dramatics, friends. At any rate, Pretty is going to make some big bull a pretty wife.
They were packed in today for closing arguments up at Judge Nadel's Court. This time, there were prosecuting attorneys, defense attorneys & court workers seated in the jury box. Bartered my comfy seat with the media people. Make note: carrying peppermints does the trick, folks. Was seated next to a police investigator. Don't know which district, which division. Doesn't matter. If he can get the word out for help, more power to us. Showed him some papers. He claimed he doesn't mess with the blogs, but that big boy is going to start looking now.
No sign of N8, no sign of Joy today. Friends, this was a Court TV moment. Mark Piepmeier did a fab job leading off the closing arguments. Kenny stunk like dog poop. Actually, he was coming unglued to the point he was whining. When that boy whines, he sounds like a duck honking. That's no joke. Co-prosecutor Rick Gibson was the star of the show. He shot all of Kenny's theories & pre-suppositions full of holes. He summarized second by second the events that led up to Kabaka being transported by the Fire Dept. Gibson was smooth, iron clad & very structured. He even attacked Kenny's notion of the "phantom" people in Weaver Alley. He also wasted Mia Beatty's story about Kabaka circling around that day, but she wasn't that concerned, because she sat on her lazy behind & watched the afternoon stories on TV. It was one of those speeches that has you on the edge of the seat & when it's finished, you want to stand up & cheer. Judge Nadel was writing furiously while Piepmeier & Gibson gave their arguments. Kenny was so lame, the Judge appeared to be scribbling. In sum, Gibson mopped up the floor with Kenny & Howdy.
In the audience: that little old man with the ball caps with crap he writes on them with markers. He wanted to sit on the media bench & I ran his ass out of the back row. I told him to sit cheek to cheek with the scum he sucks up to. He did as he was ordered. Oral-inda Beatty, in a too small, too tight blouse that showed way too much greasy skin pooching out. Punching bag Nicole Davis had the red rag tied around her head, but different cheesy clothes on.
However, while Oral-inda is greeting well wishers, (and I'm sure we'll pay her salary for her appearances in Court to show off her skin) here's Junebug & Nicole, going out the court room door, rubbing up against each other, hugging & feeling each other up. That's no joke & I'd testify to that.
And somebody needs to get Kabaka's brother into therapy or acting lessons. That boy sat with the handkerchief up to his face yet again today & doing that chronic rocking back & forth. I'm sure his wife's hand & arm is completely worn out from scratching & rubbing his back to keep him "calmed down". I wanted to give it the benefit of the doubt that he's grief stricken, but some defense attorneys present had other ideas.
Judge Nails was in a very sour mood today. He took everyone by surprise saying he'd have his decision in 2 weeks. The money was running that he was going to decide after closing arguments.
I'm going to stick to it & say Howdy gets 25 to life. He'll make a great janitor & a toilet scrubber. Too old & too damn ugly to be a prison bride.
In another court room this morning, talked with an officer & his colleague. They asked about the rumor swirling that Kenny Lawson is in line for a Judge's chair. I told them that it won't happen. I explained that the rumor has been around at least since 3M ascended the throne. I told them that Kenny's too dirty & has too much muck on his plate to be able to get that far.
"Besides, Kenny's on a roll with dog cases. He got slapped around on the one piece of crap that pasted the elderly folks & stole their money on the west side. He's going down again in a few minutes on that Dante "pretty" Person case & he's going to get kicked in the groin on the Howdy the Hitman deal & later on, he's gonna get his butt torched by the Price Hill people on one of those assbags that shot the old man on Halloween. Officers, that boy is burnt toast. Along with his civil actions of ripping off potential clients, the clown needs to fold up, retire & leave town. But that won't happen, because he's on the Mallory Mafia payroll." Now that really got their attention. Oh yeah. I told them & the detective I was sitting with at the Howdy thing that 3M pulled the plug on CPD's investigation of follow the money. Oh, you betcha. Every & any cop I see, they'll get the story.
I've jawed your arms off, but this is the news of the day. Now, how much are you willing to guess that while flesh bearing Oral-inda is seated fancy at the EZ office Junebug & Nicole are stoking the coals for the day's blue plate special???

Everyone, get a beer, or in Vlad's case, a bloody mary & go to WCPO's website. There's 31+ minutes of the closing arguments in the Howdy the Hitman case. Bad part is, Channel 9 ripped Rick Gibson off just as he was getting ready to shift in overdrive in the showoff lane. Give it a look. It's great.
Memo to Vlad: I understand you have more important things to cover with the Truth Squad. I was just fortunate to be able to get into that Court Room today & have a decent seat. I'm glad I was able to contribute a bit of something to the effort & the fight.
Everyone, I will continue to talk up the Mallory Mafia to CPD. It seems to me there's plenty of police personnel who are completely in the dark. I know of some who are stewards in the FOP & one of my goals is to get the chatter going at the FOP meetings in hope that they get a backbone & get investigations rolling, despite what his Majesty 3M has decided. Majesty indeed. That sucker needs to be reminded the taxpayers are the boss, not him.

I'm preparing to talk to the media for an EZ story, but you can't talk Ez without knowing Genesis, CityLink, WECC business and how they all tie together.
The Dale EZ invoices show a remarkable day by day history of Dale's activity for the past year.
He has been quoted and taped on TV interviews during the same time period.
The radical difference between his public proclamations and the hard facts of the invoices is amazing.
No wonder Dale wants to walk away from his EZ lies, his CityLink lies, his WECC theft lies, his "I wasn't impeached" lies, his GE retirement lies.
Dale and CityLink and the EZ all are part of the house of cards lies that Dale has created.
All of these lies have hit the front page headlines.
Dale is still in denial.
The games continue.
The Truth Squad will press on and tell the sad story to the press and present them with the hard evidence that all points to Dale's criminality.
The mayor is literally using his power to halt a CPD theft investigation of Dale.And Dale is threatening council members. The Truth Squad is sure to go to a higher level to see that Dale goes to jail.

I talked with a former City Council person today about this entire fiasco. I'm not quite sure if this individual can provide leverage, but it's imperative we get the word out there while working toward justice & relief.
In talking with that police detective yesterday during Howdy's closing arguments, he stated that he was all too aware that Jail4Dale was mixed up in that. However, he claimed that as far as he knew, that was a case closed topic.
When he saw my hairy eyeball, he quickly took back that statement. I told him that as far as I am concerned, that's still an open case as questions have never been satisfactorily answered & the residents deserve proof positive on that mess.

Everyone, this was my big mistake. Been a long week. The detective & I talked about GENESIS after I gave him the buzzwords & showed him some papers. He's plugged in that Jail was up to his eyeballs on Genesis, but was under the impression that case was closed.

Regarding Killins, he went way up on the chain of command at P&God to make sure the big wigs totally approved of his WECC savior role.
Yes, Killins had a brief gig at the EZ.....but he left when he saw the coruption and insider dealing was far too out of control. He didn't want to be associated with those thugs (think Junebug,D4S, Howdie Hitman and the Beatty klan). So, he politely resigned.
Killins chose to get some distance and look away rather than blow the whistle on this rotten mess.
Dale, on the other hand was attracted to the EZ like a fly to s**t. That rotten smell is Dale's meal ticket. "It might be s**t to you, but it's Dale's bread and butter".
One key way to get the thugs in jail is the kickbacks. It was commonly reported (several people I know have met with Dale on getting govt.money. His 1st question is: "what's in it for me?") that Dale required up front knickback money to get financing. The Ez won't tell you 86% of their 3% interest loans go bad. "MR. Pig" gets $250,000 goverenment money and doesn't pay it back....he's now got his hand out for more money. Thadius Dawson, the zoning hearing member that voted FOR CityLink was in hock to the EZ. Once HUD and/or the FBI look at the loan portfolio and interview the players, the dam will burst and the players will go to jail. Hint to the players....throw Dale under the bus and earn a "get out of jail free" card.

In case you missed the 7/15/06 CityBeat had some info on Dale's sad story. Cut and pasted below:
In 2000, city officials suspended all funding for the West End Community Council and a related group, Genesis Redevelopment, after probes into how the money was spent. For the previous decade, the community council and Genesis received more than $825,000 and promised to build 130 housing units but completed just one house and repaired 11 other units.
Most of the money came from federal grants administered by the city. An earlier audit concluded much of the money was paid to board members and their relatives for work they performed or for repairs to their own homes.
A subsequent inquiry into the payments found that two city staffers violated conflict of interest rules, but concluded their actions were unintentional and due to a lack of written policies and procedures in the city's now defunct neighborhood services departments. Investigations by local police and the FBI found no criminal wrongdoing.
Dieringer says the money that was misused didn't come from the neighborhood services program, which is overseen by IIN.
Funding was restored to the West End Community Council in 2004 after the group elected an entirely new board of officers and underwent management training. The new board was led by president Dale Mallory, Cincinnati Mayor Mark Mallory's brother.
But the West End group again is embroiled in dispute after it voted in February to oust Dale Mallory from office. Several members were upset that he used rules to block a vote to oppose CityLink, a proposed one-stop center for the homeless and mentally ill that business and church groups want to build in the neighborhood (see "CityLink Divides West End," issue of Dec. 21-27, 2005).
Since Dale Mallory's impeachment, it was revealed he lobbied for CityLink while working for the Cincinnati Empowerment Corp., which administers federal anti-poverty funds. The board of the Empowerment Corp. didn't know about the arrangement and cancelled Mallory's consulting contract.

FBI Joins Empowerment Investigation

The FBI joined the investigation into Cincinnati's Empowerment Corporation. Cincinnati police had been investigating possible conflicts of interest.
Dale Mallory worked as a consultant to the corporation. He is the brother of Cincinnati mayor Mark Mallory. Cincinnati police told Local 12 that because of that relationship, they asked the FBI to join the case.
The FBI refused to comment Friday on its role in the investigation. No charges have been filed, and Dale Mallory has denied any wrongdoing.
The Department of Housing and Urban Development is looking into the corporation and has asked for an audit. An audit two years ago found no improper spending.
I hope they include the WECC theft in the investigation.
I know I'll push that point when the FBI dudes interview me.

Hi everybody, just watched newsmakers, don't know what to comment on first. When Dave said he lived on Dayton St. where the Mayor USED to live, I almost fell out of my seat. And they went on to clarify where they live now. Everyone was very professional, and all the questions where on point. Mr. Dallory, I hope you make a new post for this.

The highlight was the clarification of where the Mallory Dynasty is actually living & flushing toilets. That veil of "living in the West End" has been yanked off & torn to shreds.

I thought I was going to bust when Hurley underscored the fact that the documents we sought to get are public documents, for our review & viewing pleasures. That just took it all.
