I tried to limit the detail of my commentary in the timeline post for the purpose of brevity. I would like to revisit and take a closer look at Dale's checks for clarification:

This is the relevant passage:
West End Community Council Treasurer Maggie Moon is asking police to investigate the withdrawal of $1,119 from the group's bank account June 1, more than three months after Dale Mallory was impeached as the group's president. Moon said Mallory has refused to turn over financial records, but the group recently obtained from National City Bank a $1,000 check, authorized by Mallory, to the West End YMCA. Another check, for $119, went to an individual. Both were dated June 1, 2006.
Mallory told the Courier that the money was for an arts program at the YMCA. He said the expenditures were authorized by the community council in February. Moon claims there was no such vote and the money should not have been withdrawn.
People were under the belief that Dale closed down the WECC account on June 1st, disbursing funds to the YMCA and Monique James in the process.

Dale’s check was a counter check written to cash. It was written and endorsed on May 19, 2006. You can read the bank's electronic processing of the check, and that is dated in the mechanical type. This check was processed by the bank on May 19th, and the funds were disbursed on May 19, 2006.
Where did the money go?
Every check has a line that says "PAY TO THE ORDER OF", and that is where the money goes. In this instance, this check is made to pay out to cash.
What happened to that cash? I have been told today in an update that Dale Mallory used that cash to buy a certified check. I presume that the certified check was made out to “Cash”. I have not seen a copy of that check. The check pictured above is a counter check drawn off the WECC bank account. That is the check that closed down the account.
Three days before the check was written, the WECC had resolved to go to the bank and present a letter to take control of the account. I am assuming that Dale Mallory got wind of this and decided to close down the account before the new administartion got their hands on it.
Two weeks after doing this, Dale Mallory went back to the bank with the certified check for $1119.19. Dale had already closed the account. He couldn't put the money back in, because no account existed at that point in time. It had been closed by Dale Mallory 14 days earlier.
On June 1st, Dale took the check and asked the bank to take it and issue yet two more certified checks, one to the YMCA, and one to Monique James. These checks were not written on the WECC bank account, that account was closed on May 19th.
Summary
On May 19th, Dale Mallory closed down the bank account of the West End Community Council. He wrote one counter check to “cash” and exchanged that for a certified check for the balance of the community funds.
Two weeks later, on June 1st, Dale Mallory returned to the scene of the crime (they always do), and bought two certified checks for the amount that he had previously withdrawn from the Community’s bank account. He then claimed that those checks were written on the WECC account and that they were authorized by the WECC, both assertions being provably false.

What are you doing, channeling the spirit of Dale? Is your stream of conscious reporting coming from some spiritual trance? Have you crossed over to the other side? Or maybe you just forgot your meds.

On May 19th according to bank officers, Dale AND Esther requested a cashier's check for $1119.19 made to the West End Y... he AND Esther DID NOT LEAVE THE BANK WITH CASH ... according to the same bank officer on June 1st Dale and Esther returned with the cashier's check for $1119.19 and requested that to checks be prepared one for $1000 to the West End Y and the other for $119.19 to an individual... The bank was not able to give the WECC officers copies of the first check however I'm sure if CPD or the FBI ever get around to actually doing an investigation I'm sure the bank will be more than willing to give it to them. As has been said before the Y returned their check as soon as they had been informed of what happened... can't say the same for the individual who received the check for $119.19.

The message was clear....he/she went to last night's meeting and was reporting the Mallory paranoia and pain.
Their world is imploding, yet they won't throw Dale under the bus. Dale has to go......otherwise the floggings will continue till morale improves.

Mr. Dallory, thanks for the continuing clarification on the business with closing out the WECC account & the cashier's checks. Your summary answers a lot of questions I'd formulated over the weekend.

Mr. Dallory, given Anon 11:48's information, I hope you'll give consideration to sharing this topic with CPD & the FBI. This is solid info. As you stated, it goes into much more detail than the outstanding timeline you created.
The WECC should ask Monique James to give the money back.
The FBI Supervisor on the case is Supervisory Special Agent Walter Wright. The investigator is Special Agent Gormly. Give it two weeks before the investigation starts heating up.

The FBI is taking their time for a reason. They know they have Dale but those checks are small time compared to the millions in the Empowerment Zone. Dale's choice is the statehouse or the bighouse. If he helps them climb the ladder he gets to go free. He has probably been wearing a wire for weeks now. Some of his buddies are surely starting to wonder why his crime wasn't even investigtated by now.
When the shit hits the fan it is all about saving your own ass. They know they need someone on the inside, and they already have the goods on Dale. The first one that spills gets to go free, but it allows the Feds to cast a wider net and catch bigger fish. It happens all the time.
Dale is willing to sell out his own community and he will be perfectly willing to sell out his partners in crime.
Please don't forget the WECC is in need of it's bank/membership records from 2001 to when Dale/Esther were impeached. Yes the checks are small in comparison to the CEC BUT the WECC still needs the FBI to assist it in getting its financial house in order and to do that we need to know what has happened with the closed account since June 2001 AND what other accounts exist along with membership records that Dale and Esther refuse to disclose.

Dale's not smart. Dale doesn't think he is in danger(He's a Mallory!).

More likely, Junebug, and the other EZ crew will throw Dale under the bus for whatever "get out of jail" cards they can pick up.
1:38 is right. The WECC does need the records, and those records probably contain years of shady transactions. I wouldn't be surprised if the FBI flipped someone though. Not everyone is going to want to go down with the ship.
Everyone, I don't think Dale is going to get a free pass by the FBI. I believe once they get a gander as to exactly why he was ashcanned at GE, they'll have the starting credits on him.
It would seem to me the G-men will exercise wise judgment & take a peek at those personnel records. There may be more in that file that we ever imagined.

I don't think Tim Burke has much time left to yank him. The deadline is in August, and August is almost upon us. I don't think Burke has the balls to yank him.
I heard Dale told someone at the Crat Meeting that he didn't sign the check and that somebody forged his signature. That is a stunner. What a tangled web we weave.
Someone please explain to me the process. Can Tim actually pull Dale? Has the party ever pulled someone before?
The way I see it there is nothing you can do to stop Dale from getting a seat in at the State house. The only variable is which State house he goes to.

Word on the street is that a letter is making the rounds of dem. leaders to dump Dale due to all his criminal baggage and the WECC theft etc.
Time is short, but the weight of Dale's corruption and criminality is becoming overwhelming. Burke just gets a taller and taller pile of Dale's crap that he needs to deal with.
The party members see this and REALLY want Dale to drop out.
