CITY TO AUDIT CONTRACTOR

"The city will launch two audits of Invest in Neighborhoods Inc., the non-profit contractor that administers $815,750 in city grants to neighborhoods, after its executive director was charged with embezzlement from an unrelated organization. Police say Gerald J. Tenbosch took $16,500 from the Finneytown Athletic Association, where he served as treasurer. He has not entered a plea, but told The Enquirer that he has medical problems and can't remember what happened. City Manager David Rager told City Council that the Department of Community Development and Planning will begin its annual audit of Invest in Neighborhoods next week. He said the city will also call in an outside auditor to make sure no taxpayer money is missing."

Two audits put some pressure on the auditors. You don't want the other audit team to find out what you didn't, because you would look bad professionally. Competition like this should make both sides work hard.

I am interested to know who the outside auditor will be. I would encourage both audits to look at funds from Invest in Neighborhoods that were channeled into the West End Community Council. I am not very knowledgeable about the Invest in Neighborhoods funding process.

They should look for the disbursements to the WECC. Did those disbursements from Invest in Neighborhoods make it into the WECC bank account? If so, was the money spent in an appropriate manner? Was backup for expenditures by the WECC submitted to Invest In Neighborhoods? Is the audit trail complete and substantiated in all respects?

Anyone with more insight into how the Invest in Neighborhoods funding systems works please chime in.

At a recent meeting, Johnson was approached by a citizen who regularly speaks before council and asked how he got such a "cushy" job.

"I didn't create it," Johnson said. "I'm more under the microscope than most people believe." When questioned by a reporter, Johnson said: "I've served the city for 20 years, and I don't deserve the scrutiny."

This is patently unfair. Mark told me that since I'm guarding a Mallory I shouldn't face scrutiny.

Oba was killed because he knew Junebug was the main source of drugs in the west end and said so.
The Mallory mafia/junebug are peas in a pod.
Mark's scared because he's tied to junebug and Oba's people want revenge.
The police are tied in too.
The Mallory crookedness is costing the taxpayers more and more and more.
good thing mark and scottie both live in mt airy....less commute for scottie.

I drove through the West End yesterday. This makes me an expert on the West End.

Also, the American dream is a lie. No person has ever lifted themselves out of the lower class by hard work.

I also believe drug dealing to be a challenging and noble career path.

Male Dallory, I'm glad I was able to help out in finding that item in the Enquirer. Every little bit that people can provide will help in this process.

This IIN funding business - I'm not certain how it operates from their offices, but I'm familiar with how it goes at the neighborhood level. I'll try to be brief & concise.

Some communities have an NSP Funds Manager, who is elected by the respective Community Council. In my dealing with requesting funding, the Community Council dished out papers similar to grant funding pages with all sorts of questions. I had to explain what the funds would be used for & how much the organization wanted, why the funds were needed for this particular project, etc.

The one year, the GED school was awarded $880 in NSP funds. I put my own money up to purchase the items, set up a funding balance sheet & ensured I had receipts for each & every purchase. I turned all my financials in to the Community Council President. He reviewed it with the Treasurer & I was reimbursed the $880. There wasn't much to review & screen, as all my financials were squeaky clean.

The money that year was utilized to ramp up the GED school's library with dictionaries, multiplication charts, grammar charts, history books (with a strong emphasis on complete & encompassing diversity - we ain't talking whites vs. blacks here - that's not diversity), math workbooks that could be copied to support mathematics readiness, and so on.

Another year, the GED school was given a similar amount of money. The school also received money from the City's Community Development area to help with funding. That year, the City insisted upon locking filing cabinets for student records.

I called Tenbosch & asked if the school could apply NSP funds for filing cabinets. He said no, that NSP funds could not be utilized for basic day-to-day operations. Then I explained to him that the City's Community Development people issued a directive on locking filing cabinets. He quickly changed his mind & gave authorization to use the funding for such a purpose, even though he didn't think the school had enough money to do so. Fooled Tenbosch. Got the used, locking filing cabinets & a locksmith cut extra keys & donated them. Then, it was a matter of submitting the paperwork to Community Council along with a note of the date, time & the gist of the conversation with Tenbosch approving such a purchase.

Now, I've heard a story where a community reimbursed better than $600 of NSP funding & never obtained the receipts. I have no idea how that panned out.

I basically never had a problem with NSP funding or understanding what the money could be utilized for. I guess that's because I was so damned honest about it. However, in hindsight, it appears to be very easy & simple to trick that entire process, especially when one has like-minded crooks running these community councils. That's where the motherlode of the problems are - with these community councils. They remind me of the clueless who sit on the juries in court on a daily basis. Sit down & go to sleep, don't pay attention.

I hope this helps a little bit. I'm sure others will jump in with their experiences with NSP/IIN money.

I think Anon 8:55 has a point. A community is given a set pot of money. The community council crooks tell the membership that only a certain amount will be put out "for bid" & the rest is held for discretionary spending. Who's going to stop that? When the people come asking, you tell 'em it's earmarked. You pocket the money & get some phoney or doctored-up receipts for legit spending. Turn the whole ball of wax into the Invest offices & you wait for the next year's funding.

Yeah, Anon 8:55 is onto something here. It does seem to be easy to scam the system.

Meanwhile, that psychomaniac Smitherman wants to go after the police department's drug forfeiture records. My wager says the bigger, stinkier fish will be found at IIN/WECC & the Cincy EZ. But when one is a psychotic insurance salesman (aka Financial Planner), a venture as huge as this would be too much for him to chew & digest. Besides, he's a racial cop hater, anyway. Wouldn't surprise me if he's on the take from the Mallory Mafia.

D4S's total secrecy and control of WECC finances tells me he is hiding something.
Couple that with his zero legitimate income and drug habit, and it's almost certain he robbed IIN, EZ and WECC blind.
The extortion and kickback money is gravy.
Too bad he chose to toss his lawsuit rather than be deposed. Dale under oath would be an incredible event.
How about a Dale v. Mike Poast debate. First have each pea in a cup. Without a whizzzinator, Dale would lose round 1.

Anon 10:44, this business with Community Council financials seems to be a widespread problem. The questionable Treasurers elected by dues-paying residents are reluctant to give a clear financial report at each meeting & have copies available of quarterly balance sheets. Furthermore, expenditures are generally decided by the "Executive Board", rather than the entire membership.

These "Executive Board" people decide what groups are going to get a divvy of the NSP funds, too. Then they let the general membership know & do a fakey vote on the disbursement of the funding.

The Community Council I once belonged to was reluctant for years to give monthly financial reports. I threatened & rattled a couple of times to go to the City. I was always dissuaded, because people were frightened over the Genesis mess. Not too long ago, I started the sabre-rattling again not only over financials, but meeting minutes.

It improved a little bit. However, when I questioned financial outlays, especially as to why the general membership couldn't participate in the decision process, I was waved off. I figured I paid dues once a year & I had a stakehold in that money on how it should be spent. Eventually, I became so pi$$ed off & didn't trust any of them, so I stopped going. I pocketed my dues for a tube of lipstick.

Everyone, this isn't just a WECC issue. I'd venture a guess that this sort of stealing (veiled under "Oh, we're just community volunteers & we didn't know") is going on in more neighborhoods than we care to know or believe.

But seeing D4S has been on the take for so many, many years, sticking his fingers in the NSP money jar would be similar to taking a candy bar in Walgreen's. In the pocket & out the door. Easy skate.

I'd wait until after the holiday & give Dave Rager's office a ring. Someone, if not Dave himself, ought to be able to tell you who's going to do the independent audit.

My hope is these people have very sharp pencils & go over records with an extremely fine-toothed comb.

There's money missing. There's money that's been stolen. There's money that's been misspent & not properly allocated. It's our money & other taxpayers' money. And these money counters had better find out where all of it went. Then the chiselers need to go to jail.

Did Esther get her get into jail card, yet? D4S' campaign managemnent team has him under lock and key trying to appear he has no competition and that he is peparing to take his throne in the capital city where his team will make the decisions with D4S as a figure-head. He's unaware that his buddies Timmie and Dickie are getting ready to sell him out right in from of his brothers to the highest Republican bidders. Poor D4S he needs to move elsewhere for health and happiness.

And you know if anyone takes heat on this it is going to be Esther. If anyone is going to jail it is going to be Esther. She is the treasurer. She is the one that is legally responsible for the money.

Dale can sit back and claim that he had no idea that Esther Williams was taking money. Before this is over expect Esther to be back in the looney bin.

JMC was the WECC treasurer before Esther.
Dale sued her and called HER a crook.
She was Dale's pawn and finally realized she was breaking the law and a buffer of deniability for con artist Dale.
She supported Dale's impeachment and began talking about how Dale got his dirty mitts on WECC money with no paper trail.
Dale views WECC IIN and EZ as his personal piggy banks.
ERGO, no records, no sworn testimony, no answers.... just evade and avoid any questions.

What Jackie has done takes courage and fortitude. It's hard to be friends and neighbors with folks for many years and then when one decides to dodge around a lot of mine fields, saying no to their irresponsibility, drawing the line.
So many former Mallory supporters still like and love any number of the group. But in the realm of major mastered dysfunction, abusing, hurting, maiming, discounting and even terrorizing those close to you, especially your family, becomes a routine norm. And too many folks have fought back from their own formative dysfunction to allow anyone, even a Mallory, to take them back to ill health.
Anyone started to count down the days until the clown prince of the west end gets his ticket to Columbus? Or NOT! He's having trouble in family lockdown getting his agenda in place. No EZ and IIN in cap city???----Wolverine Jr.

What most folks don't understand is that Dale's parents are afraid of him.
The girly man mayor is controlled by Dale because he's a mamma's boy.
Mamma does what Dale says because she fears for her life.
When Dale got impeached, Momma called city hall to try to bail Dale out.
The mayor and his storm troopers couldn't help.
The chain of command was....Dale to momma to girly mayor.
Of course Junebug was there pulling Dale's strings.
Mayor needs a bodyguard to protect against Dale and junebug.

I'll be out at festivals & parades over the holiday weekend. I'll be on the lookout for D4S & see if there's a pulse left in that joke campaign. One always finds someone to talk with at these things that may know something or picked it off the vine. I hear anything tasty, I'll be sure to report in.

I seriously doubt we'll hear anything from City Hall on the IIN business in the run up to the holiday. Unfortunately, we could be weeks out on any prelims.

Audits take time. They ask questions and look for responses, and many times they have to wait for those. Since the man under felony indictment claims to have lost his memory, I doubt he will cooperate with the auditors.

I wouldn't expect anything in the next month. It is a process you can't rush. Since they have competing auditors they will both take their time. I wouldn't want to release my audit first.

The REAL dirt in in the empowerment zone.
MILLIONS on dollars wasted each year.
City Council has neglected their oversight responsibility.
Old man Mallory has $500,000/year EZ money for "Mallory Center for Community Develpoment".
Dale and his henchmen and women are all at the EZ trough.
The EZ boss Mr. Cleveland hires a high priced lawyer to stonewall when Eve Bolton asked about the EZ deal to give Dale $40,000/year for absolutely NOTHING!!!
Dale, the Mallory Mafia and the rest of the poverty pimps such as Damon Lynch III are all sucking up these EZ bucks with no accounability.
Mallory "spoils" flow through the EZ and it is a theft of our tax dollars.
