CityLink's Michael Armand


Let’s go back to an article written on December 20th, 2005. It was written right before the West End Community Council voted against the CityLink mall for the homeless, drug addicts, and ex cons.

West End Can’t Stop Mall

“Michael Armand of Over-the-Rhine, who is in the Exodus program now, also believes a one-stop center would help addicts like himself. And he's puzzled by the opposition from West End residents.

"When you drive through the West End you see a lot of bad elements now. You see evidence that it is a high crime area. A substantial one-stop service center could only help the image of the community," Armand said.

Because the area is zoned for manufacturing and multiple use housing, CityLink will also be able to provide about 100 beds.

[Citylink’s Rodger] Howell estimates CityLink will serve 35,000 to 40,000 people a year.


Michael Armand was puzzled by the opposition. The CityLink homeless mall was going to help the image of our community.

That takes us to our “Where are they now?” Segment….

According to courtclerk.org, Michael Armand has been arrested for theft and drugs since the article was written. CityLink highlighted Mr. Armand and the Exodus program of City Gospel Mission in the article. And the one person they highlighted that was undergoing treatment ending up arrested for trying to take personal property and for drugs. A warrant is currently out for Mr. Armand.

It is true that you can’t extrapolate fairly when the data set consists of one relapsed drug addict. That said it makes you wonder how many of the thousands of people CityLink hoped to serve would relapse into recidivistic and self destructive behavior. If these poor souls didn’t have money to feed their addiction, what would the effect been on personal property crimes in the surrounding neighborhood?

I am all for people being saved. What I am not for is the naivety of suburban mega churches who think that they can save everyone without taking a reasonable look at the possible consequences. Either they are so foolish that they don’t understand the statistical reality of relapse or recidivism, or they just don’t care about the neighborhood, schools and businesses surrounding the area where they wished to concentrated thousands of these people.

"Once they buy the property, no one has the authority to stop them.," said CityLink supporter Dale Mallory, president of the West End Community Council and brother of Cincinnati Mayor Mark Mallory.


After that article came out, Dale Mallory denied being a CityLink supporter and complained about the press coverage. Months later public records requests of Cincinnati Empowerment Corporation documents revealed that Dale Mallory was paid to promote CityLink. He was paid to meet with CityLink’s Mark Stecher and devise plans to overcome community opposition.

One plan to thwart his neighbor’s opposition was to not let the community vote on CityLink. Dale Mallory refused to take a motion on CityLink for three straight WECC meetings, and he even presented a lawyer in the January meeting to claim that the vote opposing CityLink was invalid.

Another plan hatched by Dale Mallory and Mark Stecher was to hold a special West End Community Meeting. That meeting was hosted by Dale Mallory, (paid CityLink promoter). It was moderated by Lincoln Ware, who was pro CityLink. The speakers were all from CityLink. And though the location of the meeting was at the Lincoln Center in the West End, the crowd of hundreds was directed in by Brian Tome of Crossroads Community Church and told to cheer for CityLink.

Stinky, stinky stinky. All this collusion stinks to high heaven. If I lived in the West End, I would be hella pissed. Michael Armand is a perfect example of what the area would be dealing with had that mess materialized. Like I have said before, let Crossroads build that mess out in Oakley/Hyde Park and try to deal with the hell that would come their way.

What a great example. You know as the election nears this cannot help Heimlich. Pepper clearly is with the community and is anti CityLink while Phil clearly doesnt give a hoot about the City supports CityLink. Actually I dont think Phil has a brain of his own he just does whateer Chris Finny tells him to do. Long time republican, I cant wait to vote for Pepper

I can say for one that I didn't help, but maybe I should start. When is Mrs. Hale's website going to be up? As you can see, I'm chomping at the bit, and I don't even live in the 32nd, it's just the principle of the matters at hand.

Michael Armand's only records on courtclerk.org came after the December article was published. Maybe the Exodus programs makes people into criminals.

Why does Mr. Armand only have a few recent records on the county website? That is because Micheal Armand came to OTR from outside the county. Another drug addict drawn by the concentration of social services in OTR.

The people of OTR don't deserve for their community to be a regional magnet for drug addicts. Armand is a classic example. It didn't take him long to start taking people's personal property and doing drugs in the neighborhood. And that is only what they caught him for.

CityLink would have been a real gem alright. And they wanted to do this on a scale of 35,000 to 40,000 people? Wow.

However, these guys have people running the business on the outside. Don't be fooled into thinking otherwise.

Michael G. Armand, DOB 3/30/64

In Hamilton County, he has a warrant for his arrest on case 06CRB4067, probation violation on the theft charge.

Armand did a lot of damage in Cleveland in 2000 & 2001, which resulted in 2.5 years in the state joint:

CR-00-391770-B, arrested by Cleveland Police, B&E, Theft

CR-00-397631-ZA, arrested by Cleveland Police, Petty Theft

CR-00-397632-ZA, arrested by Cleveland Police, Robbery

CR-01-400677-ZA, arrested by Cleveland Police, Grand Theft Motor Vehicle

CR-01-402610-ZA, arrested by Cleveland Police, Grand Theft Motor Vehicle

Now, where he went to after released from the joint 7/24/03, until he arrived on the scene in Cincy, is anyone's guess. I checked other Ohio counties, the likely ones, & nothing popped up.

Understand folks, these are "non-violent" offenses. So freaking what if he stole your car out of your driveway? So fudging what if he stole a soda & a pack of Black & Milds out of your store? According to "officials", these are non-violent offenses. You didn't go down in a spray of bullets. Non-violent my foot. This is the crap that infuriates law-abiding residents.

Let these bible-thumpers put up tents & bubble huts on their church properties & look after these people 24/7. Feed 'em, clothe 'em, medicate 'em, the whole bit, on their dime.

Meanwhile, if you spot Armand in your community, call police dispatch. Hope this helps a bit on our poster boy of the day.

BTW folks, Eric Johnson, Raymone Johnson's bro from the Tot Lot, is locked up in the Lexington federal pen. He's due to get out 6/25/2008. I haven't found anything on Rodriguez & Corrales. Those boys are probably back across the border or in California, for all we know.

Memo to cuckoo for seitz: All of us are extremely intelligent human beings. If anyone is going to dig up the dirt & dish it out, it's the Truth Squad. Are you aware that City and County leaders laugh at you? You are an embarrassment to our City and to the black community. I am sick and tierd of you using racism as an excuse for your failures. It is a shame as you once had some street credibility. Now you are looked upon as liability. I used to read your blog and I even gave props to what you had to say, but you crossed the line when you verbally assaulted my sister sister Mrs Shirley Colvert. There is no one in this City who has done more to help our people. You know it is ok to disagree with Shirelys choice to fight CityLink but its plain disrespectful the way you handled yourself towards her. It is laughable that a little man as hateful as you has the dice to call someone else hateful.

Thought of something here. Junkyard Lawson's name was brought up. Juney is closed up for a little vaca, according to the Mafia Messenger Boy, N8.

Lawson is part owner in that haven of food poisoning. The IRS counts their money. They're still short on collecting their due. They can tack on an attachment to Lawson's percentage of that worthless business that's called a restaurant.

Yeah. Sit at a dirty, greasy table & rest. Take the load off your feet. Fill a pipe with your choice & enjoy. Oh, the IRS will enjoy looking into that venture down there at the Shady Rest Motel & Food Counter.

Aw, cut the Drama Dwarf some slack over the Lakota pencil caper. Again, he thought he had the perfect closing arguments on that case & once again, he lost. The population of the entire West End and Over The Rhine combined is between 15-20k. CityLink wants to serve twice that amount. Where are the people coming from? In Michael Armand's case, he is coming straight out of jail in Cleveland. Where is he now committing his crimes? In our city.

If CityLink had their way they would bring thousands upon thousands of Michael Armands to their homeless Mecca. That place would be a regional magnet that draws people for hundreds of miles.

But what do I care? I live in Mason in my palatial P&G estate.
